DIRECTIVE ON THE DETERMINATION OF THE QUALITY COEFFICIENT OF HEALTH FACILITIES ASSOCIATED WITH THE PUBLIC HOSPITALS AGENCY OF TURKEY

Aim

Article 1- (1) The purpose of this Directive is to determine the procedures and principles regarding the determination of the health facility quality coefficient to be used in determining the additional payment amount to be distributed to the personnel working in the health facilities.

Scope

Article 2- (1) This Directive; It covers the secondary and tertiary healthcare facilities (except E1 group district state hospitals) affiliated to the Public Hospitals Institution of Turkey.

Rest

Article 3- (1) This Directive has been prepared on the basis of subparagraph (çç) of the first paragraph of Article 4 of the Regulation on Making Additional Payments to the Personnel Working in the Health Facilities Affiliated to the Public Hospitals Institution of Turkey, which entered into force after being published in the Repetitive Official Gazette dated 14/2/2013 and numbered 28559. .

Definitions

Article 4- (1) In this Directive;

a) Ministry: The Ministry of Health,

b) Union: The provincial organization affiliated to the Public Hospitals Institution of Turkey, which operates the health facilities,

c) Period: Periods in which health quality standards are evaluated by the Ministry,

ç) Institution: Public Hospitals Institution of Türkiye,

d) Health facility: Hospitals providing secondary and tertiary health care services affiliated with the union, including hospitals used together with universities, and oral and dental health centers,

e) Regulation: Refers to the Regulation on Making Additional Payments to the Personnel Working in Health Facilities Affiliated to the Public Hospitals Institution of Turkey, which came into force after being published in the Repetitive Official Gazette dated 14/2/2013 and numbered 28559.

Satisfaction Coefficient

Article 5- (1) The coefficient, which is determined as a result of the satisfaction surveys applied in each period, based on the application guide of the satisfaction surveys determined by the Ministry in health facilities and varying between 0 (zero) and 1 (one), is taken as the basis.

Quality Standards Coefficient

Article 6- (1) The coefficient, which is determined for each period as a result of the evaluations made by the Ministry on the basis of quality standards in health, and varying between 0 (zero) and 1 (one), is taken as the quality standards coefficient.

Health Facility Quality Coefficient

Article 7- (1) Health facility quality coefficient (NGO): It refers to the coefficient ranging from 0 (zero) to 1 (one) to be used in determining the additional payment amount that can be distributed in health facilities and calculated according to the procedures and principles of this directive.

(2) Health facility quality coefficient is determined as follows.

STKK = (Quality standards coefficient x 0.35) + (Satisfaction coefficient x 0.25) + 0.40

(3) In the newly opened health facility, the health facility quality coefficient is accepted as 1 (one) for 12 (twelve) months from the date the health facility is put into service.

(4) Natural disaster, war, epidemic, mobilization, fire, etc. Health facility quality coefficient is accepted as 1 (one) for 6 (six) months by the decision of the Secretary General from the date of occurrence of the state of emergency in health facilities that are exposed to the state of emergency at a level that hinders service delivery. This period can be extended up to 18 (eighteen) months if deemed appropriate by the Institution.

(5) In health facilities used together with universities, the health facility quality coefficient is accepted as 1 (one) for 12 (twelve) months from the date of joint use.

(6) In case the health services provided by the health facility within the period are started to be provided in another service building or campus, the health facility quality coefficient is accepted as 1 (one) for 6 (six) months in the relevant health facilities. This period can be extended up to 12 (twelve) months if deemed appropriate by the Institution.

(7) In the periods when the relevant health facility is not evaluated, the health facility quality coefficient is accepted as 1 (one).

(8) Health facility quality coefficient for 12 (twelve) months is accepted as 1 (one) for health facilities whose status has changed while E1 group is a district state hospital.

Keeping Records

Article 8- (1) The health facility quality coefficient is calculated and recorded in a report by the hospital manager, chief physician, administrative and financial affairs manager, health care services manager and quality management director according to the principles of the Directive. A copy of the report and the data based on the health facility quality coefficient are sent to the Institution by the last day of the first month of the next period at the latest.

Provisional Article 1- (1) The quality and satisfaction coefficients obtained as a result of the evaluations made in 2013 in accordance with the Health Performance and Quality Directive, which was put into effect with the Authority Approval dated 1/3/2011 and numbered 9489 in the 2nd term of 2012, will be taken as basis.

Force

Article 9- (1) This Directive enters into force with the approval of the Minister to be effective as of 1/1/2013.

Executive

Article 10- (1) The provisions of this Directive are executed by the President of the Institution.
